No. Halloween is not a religious holiday, just like Thanksgiving is not a religious 80s Costume Party In The 80s shirt . When removing the cuffs of the old man, he might have been using invinsible armor at the same time as haki infusion to avoid directly touching them and therefore didn’t feel weakened by them. He might not have been able to do that had the cuffs been around his own wrists.
